"Sync iPhone over WiFi" doesn't seem to work through a router

Does "sync iPhone over WiFi" not work if the Mac has WiFi turned off, but is connected via Ethernet to a WiFi router? Because the iPhone has WiFi running, but it can't find the Mac. Is it too dumb to look at the router? Is there any way to make it sync via direct connection (Lightning-USB) like it used to?

How will Mac identify or find your device if Wifi is not enabled on Mac? Instead, try connecting over USB to sync without WiFi.

You can sync your Mac and device when they’re connected over the same Wi-Fi network.
