I received my iPhone 13 two weeks ago. Upon research and hearing it reported from various sources abroad, there is a large delay because of low-level of Supply and a high-level of Demand. Silicon is being mined less, and, as a result, batteries and other hardware pieces are taking a longer time to be manufactured. So, wait it out, and it will arrive soon enough.

Mobile Devices are in Need:

Many are working at home (and, as a result, mobile-type devices are in high-need).

To read PDF Documents, you could just get an eReader. It is nothing of a tablet, but more or less, it lets you read documents, and is extremely less expensive.

So did your ipad ship? . Mine shipped and the delivery date got shifted to 17th November 😀. That's a month early than Apple's original estimates. I guess it is back in stock.

How did you find out that it's coming from Dubai? Mine shows no such information regarding the place from which it is being shipped.

Took me 5 weeks to get my iPhone. Don't forget about there these are manufactured, and what resides: COVID. So, you'll just have to wait-it-out. :(

There are huge delays in all consumer electronic products. Try finding an MS Xbox, or a PS5, or a Galaxy X21, or a new MacBook Pro. This is part of life with COVID, which is once again surging in new cases in a number of countries around the world, including the heavily populated cities in China where most of these electronic devices are manufactured.
