Whether its your phone or apple watch, I don't understand the purpose of E911. If I'm not at my home, my home address would send emergency where I'm not. Seems it should be based off the gps location of the device the SOS is being sent from.

the E911 information will give the 911 operators a most likely location, as the most likely place Wi-Fi calling will occur is in your home. It is not perfect, but it is better than nothing.
I should have been more specific. Apple Watch is cellular and iPhone is not on wifi and a person could be out and about with just the watch, so in that situation would emergency know the gps location I should have been more specific. If the cellular radio is being used, then the cellular towers will provide GPS information to 911 operators.
But WiFi calling is a thing, and may cellular providers support it, and the iPhone and Apple Watch support WiFi calling, so they ask for that information, just in case.
