I just found a workaround so that Security Update 2021-007 Catalina can be installed... minus 'AppleIntelHD4000GraphicsGLDriver.bundle'. :
As already told I have a clean install of Catalina on a second Harddisk. I installed 'Security Update 2021-006 Catalina' onto this HD. This includes "/System/Library/Extensions/AppleIntelHD4000GraphicsGLDriver.bundle" Version 14.7.18
(This is the last working version of this bundle. Update 007 installs version 14.7.20, which is obviously broken)
I copied this bundle (and only this) to my primary System with 'Security Update 2021-007 Catalina' installed.
After a reboot to my primary system everything works again as expected, all WebGL-Pages can be loaded. :-)
This has the advantage that 'Security Update 2021-007 Catalina' is still installed, so there's no annoying reminder to install new updates from the system preferences. And in fact all Security Updates are installed - only with the exception of the GLDriver bundle.
I think that's currently the least possible violation of system security.

Apple does not monitor these forums. No one here is an Apple employee, just users like yourself. It would probably help your cause to contact Apple Support and lodge a request/complaint. Click on the Get Support at the top right of this page. If you have chosen not to use the options presented to get back in business (reinstall Catalina and not update past Security Update 2021-006 your only option then is to sit and wait.
Here’s a little tip to see what was installed when. From the menu select About This Mac -> Overview -> System Report -> Installations. Now scroll down to macOS Catalina Security Update. You will see when you installed each security update for Catalina. Looks like about 6+ weeks between 007 and 008.
Sounds like the apps mentioned used some code affected by the security update and will need to be updated.
You can even download the "Security Update 2021-006 Catalina" and install it. So at least the security fixes until then are installed.

You should install all security updates. The easiest way to do this is through Software Update which is located under the Apple menu. Then choose update now.

I just installed the Security Update (which includes firmware updates as well) and then installed Google Earth Pro. It seems to work fine. I am wondering if there is a way to completely uninstall (remove) Google Earth Pro from your Mac and then reinstall it from scratch (download the installer, etc.) and test again?
You can also run Etrecheck, with option turned on to allow full access, paste the output in a response here using the Additional Text button below. It will provide a list of installed software, but it is an anonymous report, no identifying info about you or your location. From the report, someone reading these posts may see something that has caused a conflict.
Specifically, do you have any security software, anti-virus, system protection, VPN, network monitoring, "cleaner" apps, or any "system enhancements" like that installed? These sorts of things can trigger a conflict sometimes when Apple changes its security configuration, which this update certainly has done.
The bug report was dully sent to Apple last week, and it was sent many times...
After reading all the contributions, it seems clearer that the question is about HD4000 Graphic card driver...
And this driver is under Apple responsibility. So we hope this bug will be corrected very soon.

I think the most effective action is to open as many support tickets as possible for this problem.
Large companies like Apple are impressed by numbers, not by forum threads. The more tickets for a specific issue exist, the more important it gets.
But that's true the other way round too: If there are only a few tickets from a customer base of millions, then the issue is obviously not worth the effort of correction.
Between 2012 and 2013, Apple sold around 35 million Macs corresponding to twenty-one models (Macbook pro, MacBook Air, iMac, Mac MIni and MacPro). Half of these models were equipped with an Intel HD4000 graphics card. Maybe 20 million units, mostly MacBookPro and MacBook Air. Only Apple knows.
Since then, how many of these Macs are still used ? And how many of them have migrated to MacOS 10.15.7 Catalina and applied the security update 2021-007 recommended by Apple? Only Apple knows!
A few dozen customers have complained about this update which affects the graphics card driver and makes a wide range of non-Apple software unusable (Google Earth, Rstudio, MAMP, and many others). But in reality how many machines are affected? 1000, 100 000, much more ? Only Apple knows.
Because Apple is constantly collecting usage data from our machines. Apple knows.
They track every serial number, every installed system version and every software crashes we suffer, if our machines are connected to the internet and to their Apple ID.
I think transparency would be a good thing in this story.
.And also we deserve the commitment to repair what they damaged.
Apple knows and it’s the only one who can solve this issue.

I'm afraid the MacbookPro Mid 2012 has the status 'obsolete' even if it was produced until Oct.2016... that's not very nice indeed.
I also do not believe that this security patch intentionally broke the graphics card.
On the other hand, the lack of an appropriate response highlights the weak will to correct the problem.
Instead of telling us your Mac is obsolete, they should tell us: we are sorry, we made a mistake and we will correct the problem.
That would be an appropriate response.
No doubt the warning signs are still too weak for us to be listened to. That is why we need to speak up and perhaps collectively.

My first try to install these old drivers for HD4000 Graphic cards was not fully successful...

I make a new intent today morning replacing all the HD4000 drivers with those inside the 2021-006 sec update ...
After restart, Google Earth is working again, but it's very very slow.

RStudio is not crashing when open...
So it's seems not sufficient to replace the 4 IntelHD4000 extensions (kext) and probably more system software is responsible for the broken Open GL capability in my mac.
From my point of view, the problem could be related with Open GL - an "old" technology that compete with new proprietary software (ie Metal).
So maybe we need to replace more extensions to solve this nightmare.
Any idea ?
