[Bug] Export to pdf on Preview (Monterey)

Hello! I installed Monterey 12.0.1 on my MacBook Pro (13-inch, M1, 2020) but I have problem with "Preview".


When I open a PDF files and add personal text (for example), I can't click on "Export to PDF" because the menu item is disable.


Until a few days ago, I was doing the same things with BigSur and this feature was enabled.


Can you fix?

The Preview in Monterey may not have the same functionality as in Big Sur because Apple can and often does change application functionality between operating system upgrades.


If you require your annotations in a separate PDF, and Export to PDF… is not working, then you still have Option key + Save As, or Print… > PDF > Save As PDF functionality. Just change the name of the new PDF in the dialog panel.

I have the same problem as Mike and feel his frustration as the answers come in that are not solutions. Although the print and save as PDF is actually a acceptable workaround. So thanks for that one!

I hope Apple corrects the BUG, although maybe it is not a bug, but are they not allowed to export as PDF anymore because it actually alters a document without the authors permission?


But anyway: Apple please correct this bug as it was in Big Sur and before

I'm having the same issue, but I also need to be able to split files, once I "Export to PDF" and that option is now gone. The option+ "save as" or print option are not working. Google Chrome worked for a couple of files as a work around, but that's not working anymore for whatever reason. It's costing time, money and creating a lot frustration. I have left a message at the feedback link; hoping enough people have notify them and the problem is resolved quickly.

The following has worked for me. (I have used uppercase for the main points.)

-     Before you do anything, consider copying the file to a new name, so you can keep the

original unprotected one. (You can delete it later if you want to.)

-      Open your pdf in Preview by right-click, select Open With, and choose Preview

-      In File menu of Preview, click on EDIT PERMISSIONS

-      On the dialog box, click on the square for Require Password to Open Document

-      Type and verify the password you are giving the file

-      Where you see Permissions, UNCLICK EVERYTHING

-      Type and verify the Owner Password, which can be same or different as the other one.

-      Click on Apply

-      Close the file (you don’t even need to Save)

-      When you want to use the file again, you can open it with Preview (though you don’t have

to) especially if you want to change permissions again.

I just realized (on viewing scsoria's response, thanks) that I was answering a slightly different question than the asked one. I had been having trouble password protecting pdf files since upgrading to Monterey, and with help of this thread, I arrived at the above. Apple's instructions for Big Sur worked fine until it was time to Save, and then I was told I didn't have permissions.

I may have found a workaround

It is truly stupid, but, it seems to work until Apple decides to fix the export as pdf button in preview

If you open a secured or password protected pdf like an American Express bill in Acrobat, you can export it as a word doc and then print is as a pdf.

The security will be stripped and you can edit it as needed

It used to be possible to open the pdf in preview and then export it as a pdf to do the same thing, but, that feature seems to be broken in Monterey

Unfortunately the "Save as PDF" functionality is not the same as "Export as PDF". I am a graphic designer and regularly need to extract diagrams and other content from my client's PDF, that they upload to their website as secured PDF (meaning I cannot access the content). If I opened their PDFs in Preview and exported them as a PDF, the resultant PDF was unsecured, so I could extract what I needed to. "Save as PDF" results in a PDF that is still secured.
