[Bug] Export to pdf on Preview (Monterey)

The only way I was able to save the Secure Pdf to Notes was by dragging and dropping and that did not strip the "Secure" security off the document. Is there another way to save it to Notes?

No, this has not been resolved. Updated to version 12.2.1 yesterday and this issue was not part of the updates

All of the screenshots in my replies were from macOS 12.2.1.

When I took the screenshot, the PDF was not locked. But I tried it again with the same PDF locked and it still works.

I do not believe it’s a safety or security feature as it does this on PDFs that are not encrypted and that I created myself.

Can't wait for the next update and hopefully this will be fixed. I can't stand the whole password protection.

I no longer have "Save As" option or the option to "Print to PDF", so that's out.

I use Frafancefescafa's method and it works perfectly to "strip" the password protection from pdfs.

I also have this issue. So if I open a PDF that I have saved to my computer and add text, on big sur I would then click "file" and "export as PDF" so I can send it to someone and the text I added is not able to be edited. If I simply "saved" the document after adding text, the user I send the document to would be able to edit my text.

This worked perfect on big sur. However, since the update to Monterey, the "Export as PDF" option is greyed out (i'm not able to click on it). Please fix this.

Previously exporting or saving a PDF also flattened the annotations. It no longer appears to do this by default.

Can anyone confirm whether it's still possible to flatten annotations into the PDF given any of the export options?

After further experimentation, it appears that even documents created by Big Sur are now editable. So maybe the annotation metadata had already previously been included but was not immediately editable in Big Sur. Now Monterey allows you to edit annotations made in previous versions of macOS.

The Apple recommended answer is not sufficient. The password-protected file still remains password-protected. Earlier once the file is opened in Preview and exported as pdf, it used to remain as normal pdf without the requirement of PDF. That is what is required now also.

Please understand and reply the solution accordingly.
