How to wipe all data from iPhone that has hardware failure?

iPhone 11 is locked on white screen "swipe up to recover". Will not do anything, Assurion replaced the phone. Now I need to wipe the data off the old phone but cannot - tried the up-down-power button trick, also plugged into MAC - no luck. How to wipe? iCloud trying but failing to "remove cards" from ApplePay on this device.

Log in to https://icloud.com/find and erase the phone, then remove it from your account. If the phone isn’t working nothing will happen, but there is nothing to erase either.
