I am a novice, just learning. I did a search in Effects for "Censor" it was found. I applied it to a clip. I could not find the controls for this effect in the inspector. I cleared and tried again – the effect has now gone! A search in Effects does not reveal it at all. I believe it filed under Stylize but it's not there.
I am using Version 11.6 with FCP 10.5.4

For future reference, whenever anything weird starts happening to FCPX whose cause isn't immediately obvious, you should always give deleting the preferences a go.
It won't cure everything but it is one of the first things you should try as it is so quick and easy.
Try deleting the preferences.
Open FCP X whilst holding down the Command and Option keys and in the window that opens click "Delete Preferences".
Yes that worked but I lost my timeline being worked on !

The timeline is not lost.
You need to re-open the Library you were working on. By default they are stored in your Movies folder unless you have specified somewhere different.
