The censor effect will not animate for me what am i doing wrong?

The censor effect will not animate for me what am i doing wrong? I place the effect on the clip. I move the censor to where I need censored. I hit key frame on center in the inspector. when I move the play head and then move the censor it does not track. Please help its driving me crazy.
