Unable to access settings on iPhone

When I transferred all my info from one iPhone to another, everything seems to be ok--however, I cannot access my Settings. I'm getting the message: Some account services will not be available until I sign in again. I tried, but nothing is working.

iPhone 12 mini I am trying to finish setting up my new iPhone 12 mini. My apps that transferred from my old phone all say “waiting”. Additionally, when I try to update my Apple ID Settings, it says “Some account services will not be available until you sign in again”. I press “continue”, enter my password, press “sign in”, and then it returns to the “Apple ID Suggestions” screen. It thinks for about 2 minutes and just stops or keeps thinking. Regardless, I cannot press “continue” or < Settings. I completely close out of settings and repeat the process only to get the same result. How do I fix this?

Why can’t I access my appleID in my phone It appears I am unable to access my AppleID info from my phone. My location services will not allow me to accept requests. I can see other but others cannot see me. When I try to tap the buttons to add others they are muted out. I logged into my iCloud and all was normal. I am wanting to back up my phone but I can not get to the section that would allow me to do so since I can’t tap the name section in settings. Is this normal and how can I correct it?

Force restart the iPhone as follows:

Press and quickly release the volume up button
Press and quickly release the volume down button
Press and hold the power button until the Apple logo appears
