New iPads not connecting to company MDM

The company I work for and manage their MDM bought 20+ iPad Airs. We currently have 2 options for iPads purchased for configuring options. In Workspace ONE and Apple business manager I have selected the proper configuration for all of them. I turned on the iPads and went through the process to configure. Only one went through automatic configuration and the rest tried to set up as a personal iPad. I reset them. Double checked serial numbers were assigned properly. They were. They still aren’t configuring. Is there something that is wrong?
