When I try to add my card to apple wallet with the + sign on the right top, it keeps saying ‘ To add cards, keys, tickets, and passes to Wallet. look for the Add to Wallet button in apps, emails, and websites.’
I tried removing current cards, tickets etc but still same things happened.
iPhone 12 Pro Max, iOS 15
Had the same issue and managed to sorted out by going to Settings > General > Language and Region
changed region to United State in my case (it’s changed because I’ve been outside for a while)
Annoying that this is true, but it is. If you're here looking for the answer to this issue, give this a go.
I know it seems crazy, but I did what others had recently done by changing the country settings. I switched to Canada and back to US. Restarted. Then it worked. Good luck!

Change the region to UK, then back to US and try again. It should work.
Was experiencing the exact same issue and changing regions & languages (even if you didn't go abroad) for sec and change back to US resolve the issue. Thank you.
