Apple watch apps not installing after unpair and restore

Hello all,

While changing the band on my Apple Watch Series 2 the other day my screen froze on the app layout selector. The watch would sense gestures, push notification and vibrate but every time I looked at the screen it would just be the app layout selector. I proceeded to unpair and restore the watch from a backup and 3 days later it is still installing the stock apple apps with little to no visible progress.

Any help would be appreciated,
