Might help to read this: https://support.apple.com/en-us/HT206985
You could also move all of your folders into your downloads folder (it's not synced). Then clean up the rest of your files in desktop/documents/iCloud Drive. Finally, put the folders in downloads where you want them.

This is embarrassing but dialog provided option that I presumed I could undo. — Nope. It created another folder with no option to cancel, containing even more copies of desktop/document, etc., that I don't need. — Or, an option that is puzzling to me, if selected, that would delete all existing items on desktop, etc, which, if selected, I feared that I would lose important files.
So, I seem to be locked in to retaining iCloud / Drive which will contain? or delete? vital client folders (2000+).
Mac user since 1984 and cannot understand Apple's sophisticated technology.
Disable iCloud Drive. System preferences > Apple ID
VOILA!! — Thanks for very useful information, muggy.
And no thanks to unwelcome tech that changed spelling of your handle, "muggy"
