Dear Apple,
I recently had a long and detailed interaction with a very effective advisor regarding this issue, and we determined that, in fact, the link in the App Store to download and install macOS Big Sur isn't working. A click on "GET" results in a Software Update search for the package, and an error message that says, "Update not found - The requested version of macOS is not available."
How's the effort coming along to make it available?

No idea why it's not working for you.
Try booting into Safe Mode then boot normally.
Try downloading the installer pkg.
Unfortunately, the syntax you suggest for the terminal download doesn't work for me, and hasn't worked for a number of other people - there are numerous threads out there saying as much.
BS found and then click on download ...and the answer = update NOT found
And again, did you click "More info…"?
I did. It's an update for Pro Video formats.
What do you see when you run this command in the Terminal?
softwareupdate -l
"And again..." nice touch.
For anyone else who may encounter this, I'm going to do an intermediate upgrade, see if that solves it.

I do have the same erratic behavior from the AppStore....
Not all my Macs are able to run Monterey, I'm stuck to Big Sur.
How to get my hands on the OS Big Sur ?.......
