The button has a code in it that must be matched to both the button cable and the secure enclave on the logic board. Only Apple has the equipment to do that. If it were any other way an iPhone could be hacked by putting a different Home button on a stolen phone.

No. Only Apple and Authorized Service Providers can restore Touch ID after a repair.

I just want to do the trade-in thing, and my iPhone worths nothing only because touch ID does not work.
