iCloud won't allow me to turn on Messages in my back-up settings. How can I fix that?

iCloud won't allow me to turn on Messages in my back-up settings. When I try to turn Messages on in my settings I get a message saying "Messages in iCloud not available - Messages in iCloud are not available because iCloud and iMessage accounts are different." How do I fix this?
