I am trying to download latest Big Sur version from the following official link:
How to get old versions of macOS - Apple Support
but I get the error:
Unable to connect to the App Store
How can I solve this issue?

there is an issue downloading the older macOSes from the site you've referenced to above. this is a new issue. apparently it has been reported to apple. hopefully it's a temporary issue and not the "new normal".
