Monterey won’t install MacBook Pro A1708
When I try to install Monterey, it goes through the entire install, but when the computer reboots, it’s still on Big Sur, and the ‘install Monterey’ window is back on the screen… help!

Try running the installer while booted into Safe Mode which will disable third party drivers that may interfere with the normal operation of macOS (typically anti-virus apps, cleaning apps, and third party security software).
You can also try creating and using a bootable macOS Monterey USB installer:

You may also be able to boot into Internet Recovery Mode using Command + Option + R to boot the online Monterey installer. I highly recommend creating the USB installer since Internet Recovery Mode can be unreliable for many people.
Just make sure to select the proper volume for the destination of the Monterey installation. You should select the "Macintosh HD" volume unless you modified the name (do not select the "Data" volume or you may temporarily lose access to your data).
You need to clarify if after the initial copying phase of the installer finishes the laptop reboots, but never goes to phase two of the installer where it continues installation?
It appears you have the MBPro 13" (2017) non-Touchbar model. While most likely not related to your post you should check to see if your laptop qualifies for either of these free Apple repair programs:

Edit: Make sure to have a good backup before attempting to upgrade macOS in case something goes wrong. The macOS installer includes a system firmware update that sometimes will corrupt the firmware chip on the Mac essentially bricking the laptop (specifically the Logic Board). It is relatively rare, but it does happen so it is best to be prepared so you don't lose your data.
You should always have frequent & regular backups.
