"iCloud encountered an error while trying to connect to the server"

I cannot log into iCloud.com because I get this error message after completing 2-factor authentication. Any clue how to get past this error? I need to get something from my old Notes ASAP.

Devices attempted:

Google Pixel 4a: Google Chrome (attempted on both wifi and 4g)

Windows Desktop: I tried both Microsoft Edge and Firefox

Everything gave me this same error message:

"iCloud encountered an error while trying to connect to the server"

with the options to sign out, see support, or OK (which reloads the page back to the same error message)
