hi John you are in luck because after long long time with them, I finally got my issue solved.
here is why they are clueless, and that is entire on Apple's training not telling them what is Apple Account Balance is disabled mean, that is showing on our side, but on Apple's back end it shows we have purchasing block.
so here is the solution Call the number 1 800-my-apple, ask for post sells department then ask them to check if you have purchasing blocked by the system, then they will tell you yes, after that ask them to submit an unblock request to their "back office support team" that is how they are called internally by Apple.
after that 1 day later it should be resolved.
PS the Limnos guy here so called level 10 don't know anything, he is a totally waste of time, just spam posting things we already know......like just call the number they gave us yeah right! like we didn't already done that million times !
