Can’t send text attachments to non-iPhone users.

Can’t send text attachments to non-iPhone users. Updates seem to downgrade functionality. And yes, I have tried everything in all previous suggestions, including resetting my network settings. All this accomplished was deleting years worth of saved Wi-Fi passwords from all different places. Aside from going to the other side, how can this be fixed? Apple, get you sh*t together.
