Troubles Pairing Watch

I haven’t used my Apple Watch in a long time and want to start wearing it again. I’m trying to pair it - I’m at the point where it tells me that before I can upgrade the watch software, I first need to update my phone software. I have updated it to the latest one and it’s still telling me this and I can’t figure out how to get past it?

To unpair and erase watch and remove Activation Lock

From a web browser,sign in to iCloud.com with your Apple ID.

Go to Find iPhone.

Click All Devices at the top of the screen.

Click your Apple Watch.

Click Erase [device]. Select Next until the device is erased.

Click Remove from Account.

Then go here;

OK....what happens when you tap Start Pairing and your phone is next to the watch? What you would hopefully see is a blue cloud appear on your watch, and then you hover your iPhone over the blue cloud until you see it connect and your watch should pair with your phone. Then, you can update the software on the watch, assuming you have a watch which is capable of being updated to the current WatchOS 8.1.
