How do we stop my iPhone and my husband’s iPhone 12 mini from making changes to each other’s iPhone when changing settings or setting up new apps?

As suggested by muguy, it is best you each have your own Apple account. If you wish to share items you can generally do that under the auspices of Family Sharing.

Merging Apple accounts (IDs) or transferring data is not officially supported, nor can it be done easily or completely.
