How do we stop my iPhone and my husband’s iPhone 12 mini from making changes to each other’s iPhone when changing settings or setting up new apps?

I suspect you're using the same Apple ID; that's not a good practice. Each person should have their own. Most of the settings are individual to the device, but you're likely syncing through iCloud.
Both phones did have the same ID but one has since been changed. It has caused enormous problems which we are still trying to rectify.

As suggested by muguy, it is best you each have your own Apple account. If you wish to share items you can generally do that under the auspices of Family Sharing.

Merging Apple accounts (IDs) or transferring data is not officially supported, nor can it be done easily or completely.
