Restore/erase iphone 6s plus without using apple id
What if i don't have access to a computer and cant use iCloud or itunes to reset/erase disabled phone ? (I.e icloud account is old and i also forgot the password to that account )

Then you won't be able to restore it. You will need the Apple ID to log out of iCloud and restore it form Settings or to Turn Off Activation Lock if you restore it with a computer.
Either way you need access to the iCloud account.
