When using my macAir; I use to be able to hover over the green circle on a window then it would give me other options to move screens, split view etc. I do not get any options now.

If it works correctly while in safe mode, check out the section "If the issue doesn't continue in safe mode" and look at your login items.

You've mentioned that you're not seeing a preview when your overing over the left side of the Menu Bar.
Let's check a quick setting! Go to Apple menu > System Preferences, then click Dock & Menu Bar > Automatically hide and show the menu bar in full screen. If this is selected, let's uncheck it and see if you're now able to see the previews or options you need.

yes we did this yesterday - so in SafeBoot same issue but if I setup a TEST user account it works fine. Also cleared out the SMC, NDRAM etc etc. so all the initial troubleshooting was done and did speak with a Senior tech. All of us are a little stumped.. We also cleared out a few specific Plist records.

Thank you, tried this, didnt work. If I hover over the green circle then press the command key then I see these options. NOTE it doesnt happen if I do this is a TEST account I setup so its user specific.
red/green/yellow circle (Hover over not working on those)
