Copy my complete iTunes library to iPhone

This is a rephrased follow-up question.

I built my iTunes library, consisting of many uploaded CD's and some purchased songs, on my Windows laptop.

I got my (first) iPhone recently. I managed to have my purchased songs show up on the phone. But I am lacking the hundreds of other songs.

How can I play those on my new iPhone 13??

Well, that was MUCH closer! In fact, it worked. BUT . . .

For some reason, I guess contractual, iTunes was unable to move some of my albums onto my iPhone. The bad news is that there are three of the MOST important ones that the phone won't load. They include The Messiah, Beethoven's ninth, and a rare early Sammy Davis Jr. album.

So I decide to erase the whole library. In order to do that, I had to delete the app. No problem, I can always reload it. But when I do, phantom images of all of the old tunes, whether ever loaded or not, are hanging out in the library.

How can I get a "clean slate???"
