Location Services in Apple Watch app won’t let me use hand washing reminders.

I don’t understand my issue, when I go to Apple Watch Stop it says that I need to go to location services settings and when I go there there’s no hand washing app option. What do I do to allow it to use location always? Also when I try to do it on my Apple Watch it’a greyed out because I believe you can’t mess with location services on an Apple Watch.
