Handwashing for apple watch is not showing up under location services?

I like using the handwashing app on my apple watch series 7. I noticed recently the timer was not popping up when washing. After trouble shooting I got it figured out but realized there was a feature that would remind me when I got home. So after doing some more trouble shooting I realized that "handwashing" is missing from location services. (See attached pictures.) Under settings where it has "Handwashing Reminders", it is greyed out. So when I go to location services to turn on "precise location" and "Allow Location Access" to "always" its not there. Am I doing something wrong? My phone is an Pro Max 11 with my software at 15.3.1 and my apple watch is a series 7 with update 8.4.2 installed. Is this a software issue/bug? Any help would be greatly appreciated!

The first (and simplest) thing to try if something isn’t working right is to restart your Apple Watch and its paired iPhone. If necessary (device not responding), try a forced restart. Both methods can be found here:

If that doesn't help, the next steps would be to unpair and pair your watch again and restore from the backup just created. This should result in no loss of data. It deletes all temp and corrupted files and re-indexes the file system.
