Why the Wait:

Phone calls are taking a bit to go through at the moment, due to lots of calls. With the Coronavirus Pandemic, many are at home at the moment, with much time on their hands to contact Apple. So, just stay on the line, and you will get through :)

Any refund can take up to 30 days depending on the method of payment.

Out of curiosity: how is it that sales tax would have been charged, but not the actual item's price? Apple does not actually charge your card until the order ships, so sales tax should not be charged until it ships either.
