i just got this phone, to transfer all my stuff over from my iPhone 7 Plus, but it’s making me do a mandatory software update first. It’s been stuck on “downloading…” for nearly three hours now. I believe it’s attempting to download all my data from iCloud at the same time. What should I do?

No. Your iPhone is downloading your data from iCloud AND downloading / installing an iOS update. Your iPhone will need to download and update the iOS version first before the transfer data portion happens.

I just got a new iPhone 13 pro and I was stuck on downloading for hours. I read thru the thread and reset the phone and downloaded ios 15.5. But how do I transfer my icloud info to the new phone? I don't have the options that I was given in the beginning and I don't want to wait hours again by starting all over.

One of the other solutions worked for me. I understand patience plenty. Having waited for 8+ hours for a new phone to function is beyond my expectations, especially when this has never happened to me before. I don’t appreciate your “polite condescending” answer.

Sorry to see you were displeased with my response. Nowhere did I see the duration of your wait time, otherwise I would have responded differently. Waiting 8+ hours is an issue. Glad you found a solution that worked.
Typically it can take up to 1.5 hours to update software and transfer the data from one device to another. Having to wait over that can be considered an operational error.

This post, signed as Apple recommended is not helpful at all. The problem is on Apples side and definitely not on the speed of our wi-fi connection.

I am also stuck in same situation for last 2 hours. It asked me to connect to Wi-Fi and now Wi-Fi is gone and I am on cellular network. The phone is stuck. What to do ?
This worked for me. It is nuts that it requires a work around to get out of an endless loop.
