I am not getting incoming calls. They go straight to voicemail. I have played with all the settings including airplane mode, do not disturb, blocked contacts, etc. However my “Call forwarding” setting just shows a spinning wheel. There doesn’t seem to be answers on the Apple forums despite several people reporting the problem. Has anyone had this problem and resolved it? I am in Australia

You didn't mention if you restarted your iPhone. Go ahead and do that, as a restart can resolve unusual issues.
Check for any carrier updates:
Manually update your carrier settings on your iPhone or iPad
If you're still having issues, reach out to your carrier.
Then, if all is OK with them, contact Apple Support.
