Download New App with Face ID

I'm trying to download a new app and when I click on Get it says AssistiveTouch if Off, to confirm with Face ID, turn on AssistiveTouch in Settings. When I turn on AssistiveTouch a black/gray circle appears in the lower right corner. If I click on it a screen comes up with Notification Center, Custom, Device, Siri, Home and Control Center. What do I need to do in order to complete the download of the app? I'm going in circles.

Settings > Face ID & Passcode > App Store & iTunes > if it is enabled then Disable and Enable again.

Assistive Touch will not interfere with a new App download.

Please check your Screen Time Restrictions.
