In iOS Quicknotes works great; I love the fact one can scroll between all your quicknotes.
However this is not implemented yet in Monterey; and it renders Quicknotes virtually useless for me. Instead it opens multiple windows. Is this something Apple will fix; or is this the way they want it?
I certainly prefer an option that allows scrolling between quicknotes in one window as its implemented in iOS.

In reply to your question, the reason they are different is that the Mac platform runs on the macOS and the other devices run on iOS. They are completely different operating systems. Therefore, the apps they run are also different apps written for each OS. It may be that the Mac version still needs to be updated or there may be technical issues that make it difficult for each app to run the same for you.
