Hello i just received brand new Iphone 13. Upon unboxing we noticed that the screen has visible scratch. There is also a noticeable blot as seen on picture as we are trying to clean it with alcohol wipes before putting screen proctector.How do we solve this problem

Hmm, from your photo it is difficult to tell. Did you remove the temporary film that covers the screen to protect it during shipping?
If you have already removed the temporary film over the screen, and the scratches are still present, you generally have 14 days to return it:
