I have my dead wife’s password but how do I send the photos on her iPhone to mine iPhone. I note iCloud is not turned on I dont know the password to her iCloud account

Do you mean that you have her phone passcode, to get into the phone?
If you can access her phone, you can open the photos app and either Airdrop all of the pictures to your device, email then to you, create a shared album and share it to you, etc.

Yes I do have her phone password and can see the photos. So glad to know I can Airdrop and then email them to myself. Thanks for your help
