Wondering which computer or device you are using, and if the software is up-to-date.

Have you tried signing in to your Apple ID and changing billing / shipping address there. ?

Says:

"Update your billing address

1. 1. 1. Open the Wallet app on your iPhone and tap Apple Card.
      2. Tap the More button .
      3. Scroll to Billing Address, then tap your address.
