I have reset my apple watch 3 and removed and downloaded a new apple watch app from App Store. When I try to pair the watch to my iphone, it says new software is available. When try to update the software, it say not connected to the internet

I have reset my apple watch 3 and removed and downloaded a new apple watch app from App Store. When I try to pair the watch to my iphone, it says new software is available. When try to update the software, it says not connected to the internet, even though the iphone is connected via WiFi. Any idea why it is not connecting to the internet?
