I just upgraded to IPAD OS 15 and find my icons are smaller. My vision is 20/400 and I need the larger icons back. I have the “Use large icons” on but they are still smaller than they were before. If I could downgrade I would. Bad decision to do this.

Thanks for posting in Apple Support Communities.
We understand you're trying to zoom in on your icons on iPhone. You can change the view in Settings > Display & Brightness. Under Display & Zoom, change the view to "Zoomed". To increase the screen size, you can also enable Zoom. Review the guidance in Zoom in on the iPhone screen.

It’s under Accessibility and now have to scroll to see the other icons. This is more annoying. I’ll just memorize where the icons are like I do controls for the AC and dryer which are too high for me. I’m on IPAD 8 not iPhone.
