Always-on apps not keep showing while arm/wrist lowered, instead digital clock and blurred app

Always-on is not working as expected on my Apple Watch 7 with 8.1.1. I set my Apple Watch to display all apps while the arm/wrist is lowered, but instead it treats all apps as sensitive apps and blurrs them and overlays them with a digital clock. This looks like a bug to me.
