Child communication limit blocks even during screen time

I have set scheduled downtime for my kids iphone 8. I want to set up communication limits so that she can only talk to the specific contacts during downtime.

As soon as I set up comm limits to only allow Specific contacts during downtime, all other contacts get blocked all the time. During downtime and screen time.

The blocking works and the allowed contacts can still be called. But it blocks the other contacts regardless of screen time or downtime. It behaves as if the phone is constantly in downtime mode.

Even if I select “Ignore downtime” the contacts are blocked.

Is there any fix for thus?
