Photo's app on OSX 12.1 crashes when trying to use a photo library that is not on the primary volume.

I am not able to get the Photo's app to open when I choose a library from an external disk. I can only use photo libraries from / I am thinking there is a permissions issue in OSX as it never asks photos if for permission to access the external drives, instead it just crashes. Any ideas on a work around?

How is the external disk formatted? It must be either one of the two shown below:

Any other format will lead to crashing and corruption of the library eventually.
