When I set up my new iPad, i told it to download EVERYTHING, from iCloud which was a mistake. i now want to redo the setup so it downloads nothing from iCloud and I, instead, select what I want downloaded. How do I do that?

Available transfer methods are all-or-nothing. If you need to selectively move files, you must individually move/copy files from old to new decide using AirDrop, iCloud or iTunes (using a PC or Mac computer).

If the donor iPad, from which you are transferring your data precedes iOS12.4, QuickStart will not be available.
“Transfer” is rather a misnomer. In reality, your data and setup is merely cloned to the new device. Nothing is moved or removed from the original device.
An alternative is to restore either an iCloud or iTunes backup to the new device:

There is no selecting and choosing what to restore back from icloud, it is all or nothing.
You however can choose what you sync to icloud - go to your icloud settings on your phone.
Do iPad setup over again.
