From another search on the web:
Go to Settings > General > Language & Region. Then turn off the toggle button next to “Live Text“.
Old school restart fixed the issue..

Restart is probably the best solution.
Experienced this adding a 365 email. When prompted for password I was left with no keyboard. As a quick workaround, switched to another app, typed my password, highlighted and copied it, switched back and was able to paste the password and complete the setup.

Does this happen with any other apps? Have you tried restarting the iPad? If not, let’s do that now.

it makes me crazy too. One thing I've done when I can’t restart is I swept up a doc in the Notes app. I type what I want there and then copy it into whatever I’m filling out. Sometimes I have to do it a few times before the keyboard stays.

Agree that restart fixes this problem, but it happens way too often and is a waste of time. Keypad should always be available when there is text entering to be done. So should auto fill. Scan text is not useful when there is text entering to be done.
Same here and getting tired of doing a restart, happens way to much, restarting each time can live with. Apple needs to fix this! Also, restarting seems much more difficult,
Having same issue after 15.2 update, when on page and need keyboard to enter ID and password I'm prompted to scantext - no keyboard opens! This also happens when opening a new search window. Restart is successful but not the answer as it happens to often. This is a useless feature compared to the keyboard which should ALWAYS be available. Please provide steps to return my keyboard and to turn off this useless feature when text entering is needed. My iPad is now useless!

Same issue! I am at work and absolutely need to use it. But am unable too. Which led me here. I am so agitated.
Does anyone from Apple monitor or respond to these concerns? Or are we all just on this forum to vent with no concern or response from them?

Why is this site called "Apple Support"? Are they actually supposed to be helping us? I love how there are like a gazillion people all having the same problem and the "support specialist" acts like it's the first time every time a new post occurs. Come on Apple, get your act together. This has to be just downright embarrassing for you to be so clueless after so many customers have pointed out the problem.
I’m guessing not. It does say users helping each other. Apparently not. A priority for Apple. I’m very frustrated! Makes my iPad at least fifty percent less useful. I am no longer in love with Apple. 😖
