I have turned off all health app access that the UI allows in IOS 15.2. However, the health is still reading my contacts. Why? How do I stop this? I don’t use or want Apple health.

I can’t find the screen in your screen shot. I don’t have anything similar. How did you get to it? I also can’t find any setting in Settings/Contacts for Health.
So once a day Health looks at your personal card and those of your emergency contacts for medical ID emergency display on lock screen? Do you want their numbers up to date?
Stock Apple apps don't need your permission.
Live with it or go android (not that they are any different)
If you don’t trust the apps built in to your phone you should get rid of the phone. There’s a lot more not to trust.
Well, if you never use it then it isn’t going to access anything. You must launch an app before it can access anything.

i don’t use Apple Calendar. But look at how often it accesses Contacts.
I am having this same problem. If you go to app privacy report it tells you what apps use certain things . Why is health app using my contacts. Please help
