icloud mail in the browser and in the "mail" app on the phone do not show the emails I have sent in outlook (using icloud) on my macbook or phone app - this must be a very specific issue because I can email from each account so it does appear to be synching

It appears that you're unable to send iCloud emails through Outlook on either your MacBook or on your phone, or unable to see sent emails. If you haven't already, you can see if the steps in the following article may help: If you can’t send or receive email on your Mac - Apple Support
