Sold my Iphone; then buyer decided not to keep. The new owner set up w/Apple ID, but then forgot how to delete the phone and or shut off find Iphone. Since it originally was my phone 6s. Can I have the phone re-established back onto my account?

You didn't give the new owner his money back did you? You shouldn't have.

If you are the original purchaser of the iPhone and still have the original receipt you can make a Genius Bar appointment and have it cleared. Otherwise have the buyer do this: What to do before you sell, give away, or trade in your iPhone, iPad, or iPod touch - Apple Support
