Setting up voicemail

I am trying to set up my voicemail on a new iPhone 13 Pro Max. The voicemail tab appears at the bottom right hand corner as it's supposed to be. But you tap it and nothing happens; totally unresponsive. However, there is a prompt that says 'call voicemail'. When you tap on that it gives you a number to call; you call that number and it takes you to your voice messages.

How can I do it the normal way - tap on the voicemail tab and get the list of messages?
