You can do this in a template for reuse, or in the currently opened document.
First, from the View menu, select Show Layout so you can readily see the bounds of the document body. Your options are an inserted shape or text box expanded to the half-page size and then filled with a color from the Style tab.
If you want your document text to appear above the colored half page, then you need to select the colored object, and visit the Arrange menu, where you choose whichever terminology Apple is using in your version of Pages:
All document body text will now appear above the colored content. Save as a new template for future usage.
