My iPhone (iPhone 11 Pro max 64 gb) says it ran out of storage but when I connect it to my MacBook Pro it says has over 54gb left.

I've tried to hard reset my phone multiple times but every time I reset my phone it only restores about 200 mb and it fills up by itself in about 5 minutes. I already deleted all of my apps and removed all of the photos. I have no idea what is causing this I went to a phone repair shop to see if they could fix it but they just told me to use my computer, but to restore the phone on my computer I would need about 1 gb of storage on my phone but it doesn't let me update since it has no storage left according to my phone, is there any way of fixing this? Thanks in advance.
